It was also refused retention of the existing yard, measuring 3.357 hectares, for the storage of concrete blocks; the proposed retention of a concrete block manufacturing batching plant and workshop building; and the proposed retention of the relocation of an extended and up-dated ready-mix concrete batching plant within the boundaries of the original quarry.
A letter accompanying the application stated that permission was granted for a ready-mix 75m3 mobile concrete batching plant factory in 1984 but the exact location of the existing plant had changed and the plant had been upgraded and modernised in the intervening years, so retention permission was being sought for the relocation of the modernised plant.
In refusing the application, the Council said it hadn't been given enough information as regards: the planning status of the past and proposed quarrying operations on the site; the capacity and traffic levels of the activities that are the subject of the application; and the operator's intentions for the development proposed should quarrying operations cease to enable the planning authority to properly assess the development.
The Council said it had not been demonstrated that the development, by itself or in conjunction with the existing and proposed development on the overall site, would not cause serious air, water, or noise pollution, and would not endanger public safety by reason of traffic hazard or obstruction of other road users.
It warned that unauthorised development on the site may be subject to further enforcement action by the planning authority. The Chief Fire Officer advised that a Regularisation Certificate was required for the works, and that it is an offence to open, operate, or occupy such a building in the absence of a fire safety certificate or regularisation certificate.
